National Community Action Partnership
CAVC is Ventura County’s chapter of the National Community Action Partnership (NCAP). NCAP was established under the Economic Opportunity Act of 1964 by President Lyndon B. Johnson as a part of the War on Poverty. Aided by advocacy by Civil Rights leaders such as Dr. Martin Luther King, NCAP established Community Action agencies across the country to fight poverty in every community in our country.
